APC is hosting a workshop on “Internet intermediary liability: towards evidence-based policy and regulatory reform to ensure free expression and access to information on the internet” in Johannesburg, South Africa. The aim of the workshop is to develop best practice guides for law makers and regulators in Africa – based on the discussion and conclusions of the workshop. This event will take place from 10 – 11 February 2014 at The Wedgewood, Melville; Johannesburg.

The event is being organised by the Association for Progressive Communications (APC) with the support of Google Africa. This workshop falls under APC work on Internet Rights are Human Rights. The first phase of this project, carried out in 2012, was focused on undertaking baseline studies on internet intermediary liability in Nigeria, Kenya, Senegal, South Africa, and Uganda. These studies established whether intermediary liability had changed in these countries in the past two years, and whether intermediary liability had been influenced by increasing mobile internet penetration.

The second phase builds on the previous work by developing ‘good practice’ and ‘need to know’ guides based on the research findings, further disseminating research and stimulating online and offline debate to discuss how intermediary liability upholds fundamental rights and freedoms.
