Implemented by APC in collaboration with Derechos Digitales, the Examinando la Libertad en Internet en Latinoamérica (EXLILA) project aims to analyse the state of internet freedoms in the region, to strengthen the capacities of NGOs, social movements and other civil society actors, as well as the actions of governments and the private sector, for the promotion and protection of internet rights and freedoms, and to measure the progress made in this area in each country.

The project’s objective

To strengthen local work in internet rights research and monitoring, from a human rights-based perspective, through the use of analytical frameworks like the one developed by Frank La Rue, former UN Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression.

How will we do it?

The project will build on the work carried out by APC as part of the Human Rights Are Internet Rights initiative and efforts to achieve concrete progress in human rights and freedoms in the region. It is being implemented with the support of the Open Society Foundations.

Activities will include research and mapping of the situation in a number of countries, training activities, and network building with other organisations at both the national and regional level.

In addition to coordination by Derechos Digitales (Chile), the other organisations involved in the EXLILA project are Red en Defensa de los Derechos Digitales (Mexico), Sula Batsú (Costa Rica), Fundación Karisma (Colombia) and TEDIC (Paraguay).
